Civic Literacy Assessment 

As per Florida Rule 6A-10.04213, the following students must demonstrate competency in civic literacy:

  • College Catalog: 2021-22 and Thereafter
    • Prior to the award of an associate in arts or baccalaureate degree, students initially entering a Florida College System institution in the 2021-22 school year, and thereafter, must demonstrate competency in civic literacy by completing a course (POS 2041 or AMH 2020) and assessment requirement prior to graduation.
    • Students must achieve the standard score on one of the following assessments:  
    • AP Government and Politics: United States exam (achieve a standard score of 3 or higher
    • AP United States History exam (achieve a standard score of 4 or higher
    • CLEP American Government (achieve a standard score of 50 or higher
    • Florida Civic Literacy Exam (achieve a standard score of 60% or higher)​​​​​​​
  • College Catalog: 2018-19 to 2020-21
    • Prior to the award of an associate in arts or baccalaureate degree, first-time-in-college students entering a Florida College System institution between the 2018-19 to 2020-21 school year must demonstrate competency in civic literacy by completing a course (POS 2041 or AMH 2020) or assessment requirement.

If the civic literacy requirement has not been met through a civic literacy course option, then students may meet the requirement with one of the following assessments:

  • AP Government & Politics: United States (achieve a standard score of 3 or higher)
  • AP United States History (achieve a standard score of 4 or higher)
  • CLEP American Government (achieve a standard score of 50 or higher)

Civic Literacy Exams Administered at PHSC 

  • Florida Civic Literacy Exam (FCLE) 
    • The Florida Civic Literacy Exam (FCLE) is the primary civic literacy assessment administered by PHSC. It is a computer-based exam administered in a proctored test center on all campuses. Developed by Cambium Assessments, Inc, the FCLE consists of 80 multiple-choice questions covering four civic literacy domains. Students who pass the FCLE will meet the Florida Department of Education (FLDOE)civic literacy assessment requirement for graduation, although must still meet the course requirement for graduation.
  • CLEP American Government 
    • The College Board's CLEP American Government subject exam is a 90-minute, computer-based exam administered in a proctored test center on the East, North, and West Campuses. It consists of 100 multiple-choice questions covering material usually taught in a one-semester, introductory college-level, American government and politics course. Students who achieve the standard score of 50 may be awarded college credit for POS 2041 at PHSC. Therefore, students may meet the civic literacy course and assessment graduation requirements.
